The PNP is designed to enable provinces and territories to support the immigration of people who have expressed an interest in settling in their specific region and can contribute to its economic development.
Through bilateral agreements with the Government of Canada, individual provinces (except Quebec and Nunavut) nominate individuals for permanent residence based on their unique regional assessment of the nominees' abilities.

Provinces select nominees who will be able to contribute to the economic development of their territory and Canada.
